The People's Forum letter-writer who said that he had recently traveled the East Coast and noticed the clean highways in other states was right. They are much cleaner than North Carolina highways.

Most of the reason lies in having bottle refunds. Nobody will throw money out the window!

When is North Carolina going to join the rest of the "clean states" and eliminate this embarrassing problem once and for all with a bottle bill?
