Program a success, on the surface

At first blush, the new recycling initiative launched on March 17 in Hartford, Conn. sounds great, especially considering the city's low recycling rate....

But...Connecticut's legislators and legislators across the country should see this pilot project as a sham and the National Recycling Partnership for what it is--a brazen attempt to get out of taking responsibility for their packaging waste and undermine Connecticut's bottle bill...
