Recycling legislation from around the nation


New Jersey Assembly Bill 4101, the budgetary measure that featured a $7 million redirect from the Garden State's Recycling Fund to its General Fund, was passed and is expected to be signed by Governor Jon Corzine. However, according to area reports, Corzine has promised to not move the monies away from recycling efforts.

According to the Glass Packaging Institute, Massachusetts Governor Deval Patrick's supplemental budget sent to the legislature contains an expansion of the Bay State's beverage container deposit program to include non-carbonated beverages. The legislature is expected to consider the budget later on this month.

California Assembly Bill 1329 has been tabled for its third Senate reading. The measure, as of July 1, 2014, prohibits retailers from selling, distributing or importing a single-use recyclable packaging containers — bottles, clamshells, sacks, cups, bowls, shrink or stretch wrap, etc. — containing PVC resin.

Maine Governor John Baldacci's signing of Legislative Document 397 amends the state's bottle bill on several levels. In addition to increasing the program's handling fee to 3.5 cents, up to March 1, 2010, and four cents after that point, the decree also establishes a per-redemption limit of 2,500 containers, but provides exceptions to that limit. Additionally, the law establishes new redemption center location/population requirements.
