Delaware gov rejects repeal of bottle deposit law

DOVER, Del. - Delaware Gov. Jack Markell has issued his first veto, rejecting a bill that would eliminate 5-cent deposits on beverage containers.

Markell on Monday criticized the bill for not including consumer protections or plans to improve Delaware's low recycling rate.

The deposit law was enacted in 1982 to reduce littering and encourage recycling, but only about one-third of glass bottles are returned, and distributors hold on to most of the deposits they collect.

Administration officials acknowledge that the current law does not work well, but they say its proposed repeal contains several flaws.

Markell says his administration will work with lawmakers and members of the beverage industry to study the issue and propose a workable solution when the General Assembly reconvenes in January.
