Fine litterers rather than increase fees

CANTON —

The Bottle Bill was nothing more than an act to stop cretins and other undesirables from throwing their trash on our streets by imposing fees on all users of certain beverages, which were delivered in factory-sealed containers.

Now we find out any deposit money that goes unclaimed is returned to the state, hundreds of millions of dollars since inception, and that excess is dumped into the general fund.

If there is any excess, that money should go to recycling and public area cleanup. Allowing redistribution into the general fund is disingenuous, and does not follow the spirit of the law.

To impose more fees, or expand them so water will cost more, is just more of the shell game we are used to here.

Instead of expansion, why not actually fine people for littering, whether walking or driving?

We already have police in place to perform this function – it just needs to become a priority.

That way, revenue is increased and is paid for by the people causing the problems.
