Why doesn’t Vt. expand the bottle bill?

Why aren’t we expanding the bottle bill?

I was pleased to read about New York’s new bottle bill for plastic water bottles. I’d really like to see Vermont follow suit and even go one step further by including non-carbonated drinks like iced teas, juices and sport drinks.

With the success the bottle bills have had in reducing roadside litter, saving energy and reducing greenhouse gases, it seems like a no brainer to me. What is taking us so long to do the same?
