A thistle to lawmakers in both parties who want to scrap Iowa's "bottle bill." Enacted more than 30 years ago, the goal of the 5-cent bottle and can deposit was to reduce litter. It worked. Within a year, roadside litter was down 38 percent. Perhaps the law should be evaluated, as it doesn't apply to many plastic containers Iowans use today. But that's reason to expand it. Not end it.
