Barnes sends bottle bill to feds for review
Guam - Senator Tina Muna Barnes continues the push for her bottle bill, and after eight years of doing so, she now offered her legislation to the U.S. Environmental Protection Agency for critical analysis and collaborative input. Bill 149 would assist Guam in engaging in a successful recycling process.
The senator in a letter today has received the support from USEPA Regional Administrator Jared Blumenfield, stating, "Bottle bills can play a significant role in increasing community recycling rates and reducing the impacts of litter, and provide an environmentally beneficial alternative to landfilling."
Blumenfield encourages the implementation of the program, as he believes beverage container legislation can significantly increase consumer participation and recovery without substantial municipal government funding or staff oversight.
